To complete "TresGear"s comment, that portion of the pepper is called the pith, and yes, it is where most of a pepper's heat is stored.

The level of capsaicinoids differ between peppers. It is possible that the level in that pepper was lower than that of most habaneros. If it was grown in a low humidity environement, then most likely it had far less capsaicin than a red savina.
