yes the creator of Samurai champloo also created Cowboy bebop. I think its shichiniro watanabe (horrible spelling sorry)

hip hop songs fit so well with this anime, just like jazz fits with cowboy bebop. I love how the dirctor of this anime, and bebop, makes his shows so influenced by music.
