It looks to me like that ferrari driver had bad reactions.
He started accelerating about a second after the smart car driver did.
considering the Ferrari only lost by .11 that means it made up 1.9 seconds from that bad start (if the start cost it 1.2seconds) in that short race.
Make that race 50% longer and even with a slow driver the Ferrari would win easily.
