'Hilversum 3' was a dutch radio station. He sings about the time before that station was on air. Everyone had is own voice when he was at work: everybody was singing or whistling. Now you hear everywhere a radio with all the time the same songs... In the '50s it wasn't, so that was sounding happy on the street when you hear a lot of people (painter, mason etc) singing.

In former days there where whistled on the streets.
had the butcher boy a opera ready
the mason could stand singing on the wharf
The milk farmer put his milk whistling.
Hilversum III did not yet existed.
but everyone had its own voice.
On each wharf a song sounded of coat or Jerusalem.
All pedlars had own aria' s: for sprat and herring, for begonia' s. Even in factories it came from everywhere in the large hall
just a part of the song i have tried to translate it :)
