That'd be "The Old Lady and the Pigeons," and it's cel animation just like Triplets, not stop motion. (It's a gendarme not a postman, and it's her cat/cleaning lady that wants to eat him, not her pigeons. But it's so trippy either way I can see how you could get mixed up.) It used to be on youtube, then it got taken down...maybe it's up again.

The art style's so unique, and it looks strange, creepy, random, and amazing.
