Who are those dumb people you talk of? Certainly there are smarter people than others but that's irrelevant, if you know how to think then you'll always act according to your needs and your intelligence. I hate the word "wisdom" too as it has been hijacked by the religionists, but there's certainly more than just the computational power of the mind. I call it the software of our mind and it is the paths by which we think.
Occam's razor is enough for most of the things we consider....

it isn't just about "wisdom", it's also about have the cognitive capacity to be able to deal with the amount of choices laid before you. to be a bit coarse, dumb people frequently get frustrated when they feel they have too much they still have to think about and consider.
(there also appear to be issues where children are given too much of a say in how to organize their lives.. it can overload them and they can become sort of depressed because of that - that's all still being looked at, though)

How can you be miserable if you're truly free? That's a false dichotomy, in essence Gilbert said that freedom brings misery ONLY because people are unwise enough to handle it (they overestimate some of their choices over others).
If they were wise enough to handle freedom then freedom is always best as it gives both the individual a kind of fulfillment he/she couldn't get otherwise and helps the society to move forwards. We should not be anti-freedom we should be pro-wisdom.

depending on what true "free and mesurable is"
I'm that way now, but I KNOW I'm still learning- we all are. once we learn the truth, we will be happier with the idea of it

"P.S. Does this mean animals without the frontal cortex are happier? Cruel evolution."
yes, since they don't really have the sturctures of axintiy that we do.
I think of it as a benifit AND a loss. really the govt is no different for being so stickin with greed
