Since the Daleks in Journey's End are clones of Davros, the new Doctor didn't commit genocide. He just killed some evil clones. What other solution was there? Looks like the Doctor was simply trying to get rid of his double.

Exactly the point, TonyMcJulty. When Rose met #9 (Christopher Eccleston) he was going to murder a Dalek and Rose stopped him. On the beach scene #10 was trying to tell Rose that she changed him and she will do that same thing for Doc2.
