My opinion is simple change CP to be the sale for profit distribution rights determined by the sale of it, then make the trade in free setting of data thats out of publication legal, make shearing of in publication stuff a minor crime with heavy limits, then finish it off by treating illicit profit akin to selling drugs. I do not want to steal the right of the CP owner to make profit but if they are unwilling to keep publishing it they have no right to block is free trade.
